Nagpur university’s inaction on report invites Senate’s wrath


NAGPUR: Nagpur university administration was once again cornered by angry members over various issues during senate meeting on Friday. This meet was the continuation of March 17 meeting which was adjourned.

The budget, however, would be discussed on Saturday as the question-answer session consumed most of the time of meeting that continued till late evening.

The administration was found wanting while replying to a majority of queries of the members. NU bosses seemed to be ill-prepared despite the fact that questions were submitted at least 21 days in advance and many of the controversial queries were dropped to avoid embarrassment in the house.

The members, cutting across party lines, unanimously demanded explanation from the administration led by vice chancellor Vilas Sapkal and registrar Mahesh Yenkie over their alleged inaction over various enquiry reports, while pointing out justices C L Pangarkar and GG Loney's reports. While Pangarkar panel was constituted to probe serious allegations of irregularities during NU senate and board of Studies (BoS) polls along with those of forging documents by some candidates, Loney panel was formed to enquire about roster scam, first exposed by TOI. Though Pangarkar's report was not opened, Loney had confirmed the scam asking NU authorities to immediately lodge a police complaint to nab the culprits.

Senior member Pramod Yeole read out TOI report of March 15 that informed about Pangarkar panel submitting its report to NU bosses, but no action was taken subsequently. TOI had exposed as to how the various political parties tried to blackmail NU bosses during polls and also issued threats to them.

He asked VC to explain Pangarkar panel's findings and action taken, however latter declined stating that they will first study the report. Members citing TOI report which quoted the registrar for admitting NU bosses receiving threats during polls, asked him to explain the house about happenings. But Yenkie surprisingly took a u-turn and declined that he had ever said that. The members then criticised the administration asking them as to why they don't issue clarification if media reports were incorrect, but latter failed to provide satisfactory answer to fuming members.

Mohan Bajpayee, while indirectly referring to justice Loney's recommendations, asked the administration as to why they were sitting on enquiry reports for over a year. He called for stringent action against the guilty officials as per recommendations.

When administration informed that both reports would be placed before the management council, the members came down heavily on them stating that those occupying chairs should take action. The VC then made a statement that action on both the reports would be taken before next senate in November.

Earlier, the members flayed bosses for not appointing a full time PRO after which they immediately announced that deputy registrar Prashant Mohite was asked to take up the charge.







Nagpur University-US college officials meeting today

NAGPUR: The Nagpur University has invited officials of United States-based Cayuga Community College for an informal discussion with its management council members on Wednesday at 12.30pm.

Registrar Mahesh Yenkie confirmed the development stating that officials from both institutions were keen to enter into an agreement as they want to offer bridge courses to the students in the city. "The discussions would include students and faculty exchange programmes, structure of various courses and starting of US-based courses in NU or vice versa. The 60-year-old institution offers degree programmes from its two campuses - Auburn and Fulton," he told TOI.Earlier, on November 12, two Cayuga Community College officials had visited NU and met vice-chancellor Vilas Sapkal and registrar Mahesh Yenkie for informal discussions on various topics.

They included - dean of enrolment and chief international officer Cherryl Anderson and professor emeritus of philosophy Jeffry Delbel - who will come again. Last time, the delegation was accompanied by Dr Uday Bodhankar and his son Nikhil who works as international adviser for the Cayuga College in New York.

"There are some problems in exchange of courses or students which need to be sorted out. The general courses in India like BA, BCom or BSc are of three-year duration while those in the US are four-year programmes. First we've to bring equivalence between these courses," Yenkie added.

NU reshuffles 45 employees

Nagpur University administration has made a major reshuffle among its class-III and IV employees. Some of them were on the same post for 15-20 years. Registrar Mahesh Yenkie confirmed the development stating that many of them were working at same posts for long time and they were promoted to higher posts of upper division clerks. Earlier, the administration promoted four employees to deputy registrar's posts. The class-III and IV employees have hailed the decision of NU bosses.

Key Nagpur University posts vacant for more than a year

NAGPUR: About year and half back, Nagpur University was going through its worst phase with none of the statutory bodies being present, top posts including that of vice-chancellor vacant. However, the biggest problem that was plaguing the university was huge number of vacant posts, including those of pro-VC, registrar, controller of examinations (CoE), and Board of College and University Development (BCUD) director, which are of statutory nature.

When Vilas Sapkal took over at helm of affairs, it was expected that the situation will change. But, after he assumed charge on December 22, 2010, no effort has been made to fill up these statutory posts, some Senate members claimed. They stated that university is suffering on account of vacancy and persons who were handed over the additional charge of these key posts, especially of registrar and CoE, are not able to do justice to their jobs. Not only these posts, but even that of PRO is also lying vacant, thus leaving university completely incommunicado.Though lately, BCUD directors post was filled up with appointment of Arvind Chaudhari, the all-important registrar's post is still vacant from June 16, 2009, and CoE's from November 16, 2010. Neither Sapkal nor Yenkie could be contacted for their comments on administration's side.

Management Council (MC) member Mahendra Nimbarte had strongly pressed for immediate filling up of all vacant posts during MC meeting. "But even after two weeks, the administration has failed miserably to take any step," he told TOI. "This is highly unfortunate as NU functioning is crippled due to absence of these key posts," he added.

He remarked that at least Sapkal should take initiative to fill up pro-VC's post to help him in administrative work. "Decentralization of administration is necessary for smooth functioning and VC must fill up this post on priority," Nimbarte said.

Commerce dean Bharat Meghe who had raised a question in this regard in Senate agenda stated that NU wasted precious money on conducting two interviews for registrar's posts (TOI reported the issue on March 14).

"They replied that they had not found suitable candidate. Then they must clarify who's suitable for them?" he remarked.

Meghe added that the incumbents were also burdened with their regular responsibilities. "Registrar Mahesh Yenkie is also a LIT director apart from being a lecturer," he said.

He insisted on filling up of pro-VC's post. "This posts remains in VC's hand and its surprising why it is not being filed. Perhaps, last VC's experience might be one of the reasons," he said.

Senate members to raise issue on March 30

Senate members on the condition of anonymity disclosed that they were going to fiercely raise the issue of vacant posts when the Senate resumes its adjourned meeting next Friday.

According to them, NU was literally working with half the staff in both teaching and non-teaching departments and inaction of NU bosses on correcting roster has further compounded the woes.

Colleges like LIT and other NU departments were suffering as no appointments were made since the roster scam was first exposed by TOI March 19, 2009.

Though NU had floated advertisement for 119 posts under pressure, wrong mentioning of eligibility criteria resulted in process getting a stay from the high court.

University senate members flay proposed MPU Act

PUNE: The Maharashtra Public Universities (MPU) Act, 2011, proposed by the state government-appointed Arun Nigavekar committee, came in for some severe criticism by members of the senate of the University of Pune (UoP) on Saturday.

The proposed act comes as a comprehensive rewrite job of the existing Maharashtra Universities (MU) Act, 1994, and will replace it after alegislative bill is expected to be passed during the monsoon session of the state legislature.A day-long special joint meeting of the UoP senate, the academic council and the management council will be convened in the first half of April to deliberate on the provisions of the MPU Act, UoP's officiating vicechancellor (VC) Sanjay Chahande told the senate members.

Among other things, the MPU Act, 2011, seeks to replace the senates in state universities with a new concept called the Society Partnership Council (SOUL), which will have 45 prominent representatives from different walks of life - half of these will be nominated members.

As such, the overall composition of SOUL will be far less than the 100-odd members strength of the existing senate bodies. It is this provision which has raised the hackles of the UoP senate members, who feel that their very existence as part of a key statutory body of the varsity is at stake.

Adraft of the MPU Act is currently being examined by a multi-member expert panel, headed by former bureaucrat Kumud Bansal. Later, it will be tabled for approval by the State Cabinet. Eventually, the bill will be introduced in the state legislature.

The present MU Act provides for senate as the principal authority for all financial estimates and budgetary appropriations and for providing social feedback to the university on current and future academic programmes.

The feedback task is to be taken care of by members elected from the affiliated colleges and institutions - 18 principals; eight representatives of college managements; 20 teachers; 10 registered graduates; two students' representatives; five post-graduate (PG) teachers; two MLAs and two MLCs, among others.

With the VC as its presiding head, the state directors for higher, technical and medical education, director of students welfare board and seven distinguished personalities nominated by the VC make up for the rest of the senate.

Getting into the senate is seen as a status symbol that drives politicallyinclined academicians as well as individuals from other fields, to pour in money and pull the right strings during the university elections to be part of the senate. Often, concern has been raised over the senates having been reduced to 'pockets of influence', while there has been much criticism about falling standards of debates at senate meetings.

Moving an adjournment motion on the issue, senate member Santosh Dhore said, "The MPU Act needs to be condemned for recommending replacement of senate with the proposed SOUL. We need to convey our strong views against this proposed enactment to the government."

Senior member Gajanan Ekbote seconded the motion while pointing out that the SOUL will be reduced to a toothless body with no decision-making powers on matters relating to budget, statutes and annual reports. "Half of the SOUL members will be nominated people with no independent views," he said. "There will be no representation for principals and institute managements," he added.

Principal Nandakumar Nikam, who was part of the Nigavekar committee, brought to the VC's notice that the issue cannot be decided on the basis of a brief discussion in the senate, but needs a wider deliberation by members from senate as well as academic and management councils.

Dhore withdrew the adjournment motion after the VC declared that the joint meeting proposed by Nikam will be held soon and views of members will be conveyed to the state government.

University to fund teachers for research abroad

PUNE: The University of Pune (UoP) will pay for the first three months of research studies of teachers from the varsity and its affiliated colleges who want to study abroad.

"This facility will be extended in the form of a new research fellowship scheme from 2012-13," said senior UoP senate member Pandit Vidyasagar on Sunday.n-campus postgraduate departments will receive enhanced allocation for research projects, based on the five-year perspective plans that the departments were asked to submit to the university, Vidyasagar said. He was replying to a slew of cut motions on the varsity's Rs 446.99-crore budget 2012-13, which was tabled before the senate on Saturday.

Later, Vidyasagar told TOI that the teachers going abroad for research will have to have a formal invitation from the foreign research institution for pursuing research studies or work on projects. "We will invite applications from teachers, which will be examined by a university committee for selecting the fellowship candidate," he said.

The expenses that the scheme will cover include travelling, lodging, boarding and allowances for the first three months of the teacher's stay abroad. "In case of a candidate getting local hospitality from the foreign institution, the UoP will bear the remaining expenses," he added.

As many as 99 cut motions seeking modification in various budget proposals were moved by the members on issues ranging from the university exam department to implementation of budget, quality improvement programme, students' hostels and the UoP sub-centres, among others. These were later withdrawn and the budget was passed by the senate following Vidyasagar's reply.

He said, "The budget, which has projected a Rs 103.21-crore deficit, has no inflated provisions considering that the university has been presenting deficit budgets for the last few years in an attempt to include new schemes and projects. This has been advantageous for the university in many ways and we have developed mechanisms to see that the budget is fully implemented."

Vidyasagar added that the vice-chancellor (Sanjay Chahande) has initiated a series of examination reforms, given the growing concern over the functioning of the exam department. "We will have to wait for these steps to show the desired results," he said.

The students' hostel programme, which has two components, i.e. building new hostels and the facilities being provided at the existing hostels, is being pursued as per the prevailing policy, he said. "We are seeking funds under the University Grants Commission's 12th Five-Year Plan for building new hostels."

Vidyasagar said, "The quality improvement programme has benefitted several colleges in terms of improving their rating by the National Assessment and Accreditation Council. However, the university will not remain content with this and will go for appropriate assessment of the programme to strengthen it."

Referring to the provision for new buildings on the UoP campus, Vidyasagar said that the varsity's estate department is being strengthened by way of creating an independent wing for construction of new buildings, while the existing unit will look after maintenance works.

Earlier, senior member Gajanan Ekbote said that the university ought to take concrete steps to deal with the problems related to the exam department. This can be done by decentralising the functioning of the department and securing new premises for the exam department with adequate facilities for a record room and new monitoring equipment like CCTV cameras.

University of Pune to revise syllabi for management studies

UNE: The University of Pune (UoP) will soon set up a multi-member committee to revise the syllabi of management courses.

The proposed panel will have representatives of the industry and the prestigious Indian Institutes of Management ( IIMs) apart from university academicians."The representation for management institutes in the existing ad hoc faculty, which regulates these courses, is also being increased while a fresh effort will be made to have a full-time regular faculty for management courses," said UoP senate member Parag Kalkar on Tuesday.

Officiating vice-chancellor Sanjay Chahande gave these assurances to the representatives of management institutes in the senate during a meeting held at his office on Tuesday. Apoorva Palkar, director of the Sinhgad Institute of management and Mahesh Abale, head of MBA department of MIT college of engineering, attended the meeting along with Kalkar.

The absence of a regular faculty for management studies in the UoP was a major issue that led to an animated debate at the varsity's recent senate meeting. Chahande had then assured that apt steps would be taken to resolve the issue.

Apart from the flagship MBA programme, the UoP offers courses in marketing management (MMM), personnel management (MPM), computer application (MCA), business studies (MBS) and post-graduate diploma in business management (PGDBM). Besides, it conducts year-long diploma courses in foreign trade, financial services, materials and logistic management and import-export management.

Kalkar said, "The syllabus for MCA course was revised three years ago and it is relatively well placed as all the seats are full. However, it is the MBA course where most institutes are worried considering the vacancy of seats. The MMM and MPM courses are not seen as very attractive going by the less number of takers."

"The VC sounded very positive about the syllabi revision exercise for MBA, MPM and MMM courses and even emphasised on a more rigorous course work for management students that can meet the industry's expectation," he added.

Brain drain sapping University of Pune, warn faculty

One of the premier universities in the state, the University of Pune (UoP), is however, not the desired destination for researchers and professors. For the past five to six years, many faculty members and researchers have left the UoP for central universities and national institutes that give them a free hand in research, good laboratory facilities and other benefits.

Faculty at physics department, Pandit Vidyasagar said, “There has been a continuous flow of good professors and faculty members leaving the university for various reasons. Basically, the University of Pune has failed to provide the necessary research conditions to these professors, who prefer central universities or national institutes.”

He said, “Similarly, there has been no decision in regard to retirement age of the professors as against central universities, where it is 65 years. We are also not giving them leave travel concession, health benefits, advanced research laboratories which are next to absent. We are losing good people which may affect the university in the long run.”

He said the issue was raised during RK Shevgaonkar’s tenure as vice-chancellor, but nothing worked out. “Three good people from my department have left the university in the recent past over these issues.” he said.

Head of department of biotechnology, JK Pal said, “We have four vacancies of readers and professors. There has been no recruitment as people who are interested in research or are good researchers are not ready to join as faculty over these issues.”
He added, “The university must make improvement in incentives given to professors.”

Vidyasagar said, “Another issue is of biometrics wherein it has been made compulsory that teaching faculty must be in the department for five hours a day. A researcher, while doing research, is not bothered about time, what she or he is interested in is research.”

Pal spoke on similar lines. He said, “Biometrics is just one of the issues. The faculty should be given a free hand.”

Nagpur University The Nagpur University was established on 4th August, 1923 with six affiliated colleges and 927 students. During 1947, the number of students increased to about 9000 accompanied by the improvement and diversification of curricula and expansion in the range of subjects. The expansion of library and sports facilities occurred during these years for the intellectual and physical well being of the students. It was in 1958 that some new Departments in Arts and Social Science faculties were opened; the major expansion, however, came in 1963 when several science and other teaching Departments were started. The Departments were shifted to spacious buildings in the main campus in 1972-73. In later years, several career oriented courses have been started viz., Business Management, Fine Arts, Mass Communication, Library Science, Physical Education, etc.
During seventy-eight years of its existence, the University has progressed satisfactorily and doing well in the midst of constraints of different sorts. This has been possible because of futuristic vision about higher education of the personalities who adored the chair of Vice-Chancellor of this University. Their determination and dedication helped a lot in progress of this University.

Till date faculty members of the department have received research grants from University Grants Commission, Department of Science and Technology, Council of Scientific and Industrial Research. Department of Atomic Energy, Indian Council of Agricultural Research. Department of Environment and Forest, Indian National Science Academy and Dhara Oil And Foods Company Ltd. Anand, Gujarat and Government of Maharashtra. In all research activities and research programmes carried out by the Department there is substantial contribution by the teachers and students that leads to award medal for their contribution. Several students obtained their Ph.D. degrees in these research areas.

Research contribution of Department
1 Advance Phycology and Hydrobiology:
The work on Phycology has been initiated since 1981. The researches in Phycology deal with the identification, isolation and preparations of mutants from different cyanobacteria and green algae of different environmental conditions. Till date several cyanobacteria and algae growing in polluted environment have been isolated and selected their strains in removing the toxic contents such as cyanide released from Industrial areas of the city. Toxic waters from the industrial area have been identified and attempted to use of laboratory strains in removing the toxic contents. Some heavy metal tolerant strains have also been isolated and grown in algal laboratory to study their influence in aquatic bodies. Strains are available to find its consequences on flora and fauna. Biofertilizers Bacteria, Mycorrhizae and Cyanobacteria have been isolated and selected to use in trials of various places of Vidarbha region for the productivity of crop plants.

2. Mycology and Plant Pathology
Department is actively engaged in research in the field of Mycology and Plant pathology. Work is more concentrated around mycoflora associated with seeds of vegetables and legume crops of Vidarbha, ecology of thermophilic fungi, biodegradation of agricultural wastes and fungal diseases of Citrus and their control measures. In this area Department has demonstrated the thermophilic fungi which can be exploited for fast degradation of agricultural waste to produce F. Y. M. The Department has also isolated several fungal species which can be exploited for rapid composting of agricultural waste. This section of the department is also working on Kolshi disease of oranges of Vidarbha region, the role of is being studied on the oranges. Moreover, the department has also developed a method for seed treatment which can control the soil borne fungal attack.

3. Molecular Biology and Plant Biotechnology:
In this area of plant research, department is engaged in the improvement of economically important crop and other plants. These plants include members of the family Apiaceae, Liliaceae, Solanace, Apocynaceae, Cruciferae, Linaceae, Compositae and Leguminosae. The department has significant contribution in this field. Mutations in many plants have been used to develop new varieties on Mutant line. A mutant with high Sennoside has been produced from Cassia angustifolia. Four Mutant varieties with ornamental values for their flower colour have been evolved from Gerbera
The Department is also engaged in quality improvement of oil seed crops. In Brassica juncea a variety with Zero Erucic Acid and Low Glucosinolate has been developed for the first time which is being field tested all over India. Similarly, a new crops B. napus has been designed with zero erusic acid and low Glucosinolate is being tested all over the country. This contribution is a major breakthrough in the development of quality rapeseed.
In Linum the mutant line with low level of Linolenic acid was isolated and further refined for exploitation. The Department also holds the promise of evolving new cultivars of cauliflower through hybridization. Financial help for these projects, department has received huge grants from D.S.T. and DOFCO.

4. Reproductive Biology of Angiosperms:
Since inception of this specialization members of the department are engaged in embryological investigations on plants belonging to the families Fabaceae, Malvaceae, Cucurbitaceae, Euphorbiaceae, Convolvulaceae, Apiaceae Apocynaceae, Solanaceae, Liliaceae, Asteraceae, Poaceae Cyperaceae, Combretaceae, Scrophulariaceae, Acanthaceae. In these investigations gametophyte developments, fertilization, endosperm and embryo development, seed coat and fruit wall development have been investigated and suggested new taxonomic criteria. Members have contributed many aspects of Palynology in several plants specially worked out the causes of sterility.
The research information obtained in this area has the potential for exploitation in applied research.

5. Taxonomy and Ethnobotany
The department is actively participating in All India Coordinated Research project on Ethnobiology. This coordinated research project is funded by Ministry of Environment and Forests. Government of India, New Delhi. In this project the department has explored the flora of Chandrapur and Gadchiroli districts - the tribal districts and also collected 170 more plant species of medicinal value. In the later part of the project almost all tribal districts of Maharashtra would be explored and several species having medicinal potential to be reported in XI Plan. Phytochemical analysis on several of them is in progress. Some of the species are very useful even in birth control.
The outcome of this research project has significant importance for economic exploitation and conservation of these plant species.

6. Tissue Culture:
The department is also making attempts to exploit tissue culture technique for Micropropagation, isolation of secondary metabolites from the plants of medicinal importance and commercial value, and also engaged in developing a methodology for selection of certain desirable traits in crop plants, such as, disease resistance.
The department has developed a reproducible protocol for Microprogation of Bamboos and some endangered species of medicinal value which occur in this region. Using Tissue culture technique on use of some plant species having antibacterial properties is in progress and a few plants have been isolated and characterized. These species have the potentials for medicinal value. This technique is being used in selecting for disease resistance.
