About University
The University of Mumbai (known earlier as University of Bombay) is one of the oldest and premier Universities in India. It was established in 1857 consequent upon "Wood's Education Dispatch", and it is one amongst the first three Universities in India.

As a sequel to the change in the name of the city from Bombay to Mumbai, the name of the University has been changed from "University of Bombay " to "University of Mumbai " ,vide notification issued by the Government of Maharashtra and published in the Government Gazette dated 4th September, 1996.

The profile of this University carved out in 150 years of its functioning attests to its manifold achievements as the intellectual and moral powerhouse of the society. The University has always given its best to the country in general and to the city of Mumbai in particular by enthusiastically shouldering an ever-growing load of social values and opportunities.

Initially, the University concentrated its efforts on controlling teaching at the undergraduate level and in conducting examinations. Later on it took up research and the task of imparting instructions at the Post-Graduate level. This resulted in the establishment of the University Departments beginning with the School of Sociology and Civics & Politics. The independence of the country led to the re-organization of the functions and powers of the University with the passing of the Bombay University Act of 1953.

It is now granted a Five Star status by the National Assessment and Accreditation Council (NAAC). It has two campuses of area 230 acres and 13 acres, with 1.25 million square feet of built-up area, 22 thousand sq. feet of class-rooms and 84 thousand sq feet of laboratory space. It has two post-graduate centers, 354 affiliated colleges and 36 Departments. It has established its name in industrial collaborations and runs various professional courses.

At national level, it has excelled in sports, cultural and out-reach activities. In the last five years it has seen 104% increase in under-graduate students, 112% increase in post-graduate students and 147% increase in distance - education students. There is 156% increase in the number of research papers published in International journals. 12 Department/sections are recognized under various national programmes, such as SAP/CAS/DRS/DSA/COSIST/FIST. More than 80 teachers are on various professional bodies. 18 National/International awards are won by teachers in the last five years. Every year about 20 teachers visit abroad for academic activities. Recently more than 10 self-supporting courses have been started by the University.

    Inception of Garhwal University on Dec. 1 st 1973 was the fulfillment of a long cherished dream of the local people .The University was established under the provisions of Uttar Pardesh State Universities Act (Act No. 10 of 1973) on 1.12.1973 and the Act come in force w.e.f. 1.12.1973.
 The name of the university was rechristened to Hemwati Nandan Bahuguna Garhwal University in 1989 in commemoration of the memory of a leading statesman of the country, the son of the soil Shri Hemwati Nandan Bahuguna, and subsequently established as Central University under the provision of the Central Universities Ordinance, 2009, No.3 of 2009 published in the gazette of India, extraordinary Part-II, Sec-I, New Delhi, 15 January 2009. Our University is among the ten largest Universities of the country with 3 campuses and more than 180 affiliated colleges and institutes (both state run/aided and self financed) and examining approximately 150000 students annually, providing higher education services in 7 out of the 13 Districts of the State of Uttarakhand.

    The University is blessed with state of art research facilities, some of the best teachers and close academic relations with a number of premier institutions. With its Headquarters at Srinagar some 108 K.M. from Rishikesh along the Delhi-Niti National Highway, Birla Campus at Srinagar (bisected into two halves. the Srinagar Campus and the Chauras Campus by the river Alaknanda), BGR Campus set on enticing mountain slopes at Pauri (29 K.M. from Srinagar and some 100 K.M. from Kotdwar, the nearest railway station) and SRT Campus at Badshahi Thaul amidst dense pine forest (some 85 K.M. from Srinagar and 65 K.M. from Rishikesh on the route to Gangotri). the University offers a variety of higher learning courses and academic programmes through 10 Faculties. As a mark of the appreciation of its importance and achievements it has been upgraded as a Central University.

    HNB Garhwal University nestled in the lap of Himalayan ranges is the Garhwal Himalaya. "The abode of Gods; Devbhumi or Tapobhumi", is how it finds mention in mythology and religious literature.

    Srinagar Garhwal is situated (30 0 13' N /78 046' E) in Pauri District of Garhwal region of Uttaranchal on the bank of river Alaknanda in mid-Himalaya. Being the royal capital of the erstwhile rulers of Garhwal in the past, variously known as Sripur, Srikshetra and Danush Teertha, it remained capital of Garhwal kingdom till 1805 AD; thereafter the centre of Gorkha rule till 1850 AD and administrative centre of British till 1890 AD.

    The historic township enroute to the supershrine resorts of Kedarnath and Badrinath is well linked by road to all the prominent places of the region, including the three rail heads- Rishikesh, Kotdwara and Dehradun. Of late, Srinagar has strongly emerged as a centre of higher learning and research with the establishment of the University. राजस्‍थान लोक सेवा आयोग का अभूतपूर्व इतिहास है। वर्ष 1923 में ली कमिशन ने भारत में एक संघ लोक सेवा आयोग की स्‍थापना की सिफारिश की थी किन्‍तु इस कमिशन ने प्रांतो में लोक सेवा आयोगों की स्‍थापना के बारें में कोई विचार नहीं किया। प्रांतीय सरकारे अपनी आवश्‍यकतानुसार नियुक्तियां करने एवं राज्‍य सेवा नियम बनाने हेतु स्‍वतंत्र थी।
 
राजस्‍थान राज्‍य के गराजस्‍थान राज्‍य के गठन के समय कुल 22 प्रांतों में से मात्र 3 प्रांत-जयपुर, जोधपुर एवं बीकानेर में ही लोक सेवा आयोग कार्यरत थे। रियासतों के एकीकरण के बाद गठित राजस्‍थान राज्‍य के तत्‍कालीन प्रबंधन ने 16 अगस्‍त, 1949 को एक अध्‍यादेश के अधीन राजस्‍थान लोक सेवा आयोग की स्‍थापना की। इस अध्‍यादेश का प्रकाशन राजस्‍थान के राजपत्र में 20 अगस्‍त 1949 को हुआ और इसी तिथी से अध्‍यादेश प्रभाव में आया। इस अध्‍यादेश के द्वारा राज्‍य में कार्यरत अन्‍य लोक सेवा आयोग एवं लोक सेवा आयोग की तरह कार्यरत अन्‍य संस्‍थाऐं बंद कर दी गयी। अध्‍यादेश में आयोग के गठन, कर्मचारीगण एवं आयोग के कार्यो संबधित नियम भी तय किये गये।
 
आंरभिक चरण में आयोग में एक अध्‍यक्ष एवं दो सदस्‍य थे। राजस्‍थान के तत्‍कालीन मुख्‍य न्‍यायाधीरा सर एस.के. घोष को अध्‍यक्ष नियुक्‍त किया गया। तत्‍पश्‍चात श्री देवीशंकर तिवारी एवं श्री एन.आर. चन्‍दोरकर की नियुक्‍ती सदस्‍यों के रूप में एवं संघ लोक सेवा आयोग के पूर्व सदस्‍य श्री एस.सी. त्रिपाठी, आई.ई.एस की नियुक्‍ती अध्‍यक्ष के रूप में की गयी।>

वर्ष 1951 में आयोग के कार्यो को नियमित करने के उद्देश्‍य से राज प्रमुख द्वारा भारत के संविधान के अनुसार निम्‍न नियम पारित किये गये-

1 राजस्‍थान लोक सेवा आयोग सेवा की शर्ते नियम, 1951 एवं
2 राजस्‍थान लोक सेवा आयोग कार्यो की सीमा नियम, 1951

लोक सेवा आयोगों के द्वारा सम्‍पादित किये जाने वाले महत्‍वपूर्ण कार्यो एवं उनकी निष्‍पक्ष कार्य प्रणाली के कारण भारतीय संविधान में इनका महत्‍वपूर्ण स्‍थान है। अनुच्‍छेद संख्‍या 16, 234, 315 से 323 तक विशेष रूप से लोक सेवा आयोगों के कार्य एवं अधिकार क्षेत्र के संबंध में है। राजस्‍थान लोक सेवा आयोग की कार्य प्रणाली राजस्‍थान लोक सेवा आयोग नियम एवं शर्ते, 1963 एवं राजस्‍थान लोक सेवा आयोग (शर्ते एवं प्रक्रिया का मान्‍यकरण अध्‍यादेश 1975 एवं नियम 1976) के द्वारा तय की जाती है।


Rajasthan Public Serce Commission has had a glorious past of nearly 50 years. During 1923, the Lee Commission had recommended setting up of a Central Public Service Commission in India, but it did not give much thought to the need of establishing similar commissions in provinces. It was left largely to the discretion of provincial Governments to recruit and exercise control over their Services, as they thought proper.

At the time of formation of Rajasthan, the institution of Public Service Commission existed in only three of the twenty-two covenanting states viz. Jaipur, Jodhpur and Bikaner.

The successor administration after the merger of the princely states promulgated an ordinance on 16th August,1949 establishing the Rajasthan Public Service Commission Ajmer. It was published in Raj. Gazette at 20th August,1949 and it came into effect from this date. It provided for the abolition of the PSCs or other institution performing duties in the nature of those of a PSC in the constituent states. The ordinance also provided inter-alia, for the composition of the Commission, the staff and the functions of the Commission.

Initially the composition of the Commission was one Chairman and 2 Members. Sir S.K.Ghosh (also the then Chief Justice of Rajasthan) was appointed Chairman.

Subsequently Shri DeviShankar Tiwari and Shri N.R.Chandorkar were appointed Members and Shri S.C. Tripathi (I.E.S) formerly a member of the Federal PSC was appointed as Chairman.

In the year 1951 in order to regulate the working of the Commission, the Rajpramukh issued the following Regulations under the provisions of the Constitution of India.
  1. The Rajasthan Public Service Commission (Conditions of Service) Regulation,1951 and
  2. The Rajasthan Public Service Commission (Limitation of Functions) Regulation,1951.
In view of its important and impartial function, Public Service Commissions rightly find a place of pride in the Indian Constitution. Articles 16, 234, 315 to 323 deal with various functions and powers of the Public Service Commissions. The working of Rajasthan Public Service Commission is also regulated by Rajasthan Public Service Commission Rules & Regulation, 1963 , Rules framed by the Rajasthan Public Service Commission for conduct of their Business and the Rajasthan Public Service Commission (Regulations and validation of Procedure ordinance 1975 & Act 1976).

  1. A candidate seeking admission into P.G. Courses shall have to qualify in the entrance test conducted by Directorate of Admissions (Ph :0877-2248589), S.V. University every year.
  2. A candidate seeking admission into M.Phil. / Ph.D. (Full time/ Part time) shall have to qualify in the Research Entrance Test conducted by S.V. University. (SVU RESET) . Candidates who have passed UGC/CSIR/NET/SLET/GATE examination need not write RESET examination, however they have to apply in response to the notification.
  3. The selection of the candidates for P.G. Courses and M.Phil. Programme is based on the marks obtained in the S.V.University Entrance Test and availability of seats in the concerned discipline. Whenever there is a tie in giving ranks for those who secure the same marks in the test, the elder person will have the priority. The usual rules of reservation will be followed in the allotment of seats.
  4. The Selection of a candidate to the Ph.D. Programme is based on :

    • eligibility in the entrance test,
    • availability of a seat with a teacher and
    • consent of the teacher to guide the student.

Sri Venkateswara University, Tirupati was established in 1954, in the world famous temple town of Tirupati on the sprawling campus of 1000 acres with a panoramic and pleasant hill view.
